Does Organization_1 have a column called id? Also if you want to loop through the records (no need to in this instance) then you need to use a cursor. MSDN can help you out with cursors (again there is no need for a cursor in this instance)

You need to look at normalising your database and creating a many to many table between Product and Campaign. There is no easy way to join the value 1 2 3 in product to 3 seperate records in Campaign.

You could use a trigger like @Sudhir has done above. I'm not sure if you can do a constraint like that. The other option is to validate it in the code that is generating the insert statement.
