The question is why the code coverage code acts the way it does. If the person who developed it that way answered that question, how could you consider that an opinion?

Not at all an opinion question. If you ask the developers at MS who wrote the code coverage tool, they would have an answer as to why they do not automatically ignore test classes.

@Hawk, the code coverage is checking to see how much of your code is tested, not checking to see if it executes. So to get to 100% (assuming you're not decorating your TestClass classes with the ExcludeFromCodeCoverage attribute, you will need to write unit tests that test your unit tests. And if you don't decorate those with ExcludeFromCodeCoverage, you'll have to write unit tests to test those unit tests which are testing unit tests. See where this is going?
