Basics first, give us some background so we can better understand the environment you're working in. Do you need to do that only once or regularly? Are you bound to using C# for that or you can turn to tools bundled with SQL Server?

@John - you can run the package from VS (with the Data Tools BI plugins), see this MSDN article (more general text on debugging here); one of the other options is DTEXECUI.EXE although you'd need to install SSIS from original media files locallly

There is no FINALLY construct in SQL Server and technically neither GOTO nor RAISERROR are listed on 2012 deprecated features, despite Microsoft advising against using those in new applications. Fully agree on using THROW instead, though.
