Large datatransfers are bad in volley mainly because of a poor file download implementation (Request.java has getBodyContentType() with hardcoded "application/x-www-form-urlencoded"; HttpClientStack::createHttpRequest() can handle only byte[], etc...). In ogre's lab implementation, he uses an android apache http client lib with httpentity best suited for large files. Maybe I should have posted this answer/detail first...

No. Definitely not. It should be inserted into your doInBackground function. It's also writing the bitmap to a file which is useful for caching the processing.
