@billitch: Tail Call Optimization is only applicable when the recursive call is the last statement in the function. Code may be rearranged (manually or by the compiler) to satisfy that condition. But since there are two invocations of solve(n) in the code example, there will always be at least one call that cannot be TCO'd even if such rearrangement were possible.
