Treating strings as integers is probably the wrong way to go. But if you are tempted, see Joel Spolsky's technique to construct a list of search values, with all its caveats.

Saying "the try-catch block does incur some overhead even if the exception is not thrown" is like saying "the method definition does incur some overhead even if the method is not called". In other words, the overhead is negligible until the method/exception is invoked. Erickson explained it best when I asked about this.

You are right: it saves the developer from unintentionally breaking future systems. If you can't test it (because it doesn't exist yet), then you can't support it (yet).

If the correct time to send email is defined by an event in your application (user.ResetPassword() is called), then the correct place to send the e-mail is in the application. Don't put application specific logic like this in the database.
