You shouldn't throw a NulLReferenceException (as per guidelines msdn.microsoft.com/en-us/library/ms229007.aspx ). Prefer instead the use of ArgumentNullException.

I agree with HandleException: as a framework, the "if rethrow" construct doesn't really offer a lot of abstraction; you still need to pepper your code with "if rethrow" code in every catch block.
