Your code looks pretty much identical to the example posted on the function's MSDN page. Have you tried running a network capture tool in order to see if the packets actually leave the host?

Your condition is not ignored. finish_flag is set to 1 on the first iteration of the loop, which means that it will execute only once, as the whole expression (while_counter < 100 || finish_flag != 1) is true only once - before the first iteration.
