thanks for the help, i solved it, turns out that i have to send the list of cities from the controller to jsp (Post method) model.addAttribute("cities",cities); and in jsp <c:forEach items="${countries}" var="country"> <c:forEach items="${country.cities}" var="city"> <c:if test="${city.country.id==country.id}"></c:if> <form:option value="${city.id}">${city.name}</form:option > </c:forEach> </c:forEach>
