Not sure if this behavior will be ok for what you are trying to accomplish, but if you set a min-wdith on .prodotto_pulsante_testo_titolo large enough for the content of either divs. Then the two will be the same size, which in turn will align them up vertically.

Have a variable store the next z-index to be used and when an element is hit to move to the top use the store index from the variable then increment it for the next one. This will ensure the element will be on top.

Are all elements originally added at th same z-index? If so you could reset all elements to that index and then increase the one the user wants moved up by one.

Is there a reason you don't use floats? Can the solution use floats? I have a solution for you if floats is ok.

Maybe if you explain again what you are seeing that is bad. I tried this in chrome 18 and IE9 and the content says inside the wrapper fine when I shrink the browser height. Did you click on my jsfiddle link and still see the problem there?
