@Henk I need the service to run in High Availability mode, this is why I need to have the settings to auto refresh. I cannot afford to restart the service during business hours

@Jamiec, this is a UNIT TEST. I do this to make sure an object sent to the WCF is persisted to the database and comes back on the client side with the exact same values.
