@James Webster, an exception isn't being thrown that I can find (I told Visual Studio to break on all exceptions). Actually, I think I just figured out the issue.

I don't have a G1, and am just a starting Android dev... but two questions: Do you have root, and is the /system directory (re-)mounted as read/write? Also, from my understanding, the dialer (which I assume is contained is phone.apk) is tied rather closely to the kernel, so until it was built for your phone, it will probably not work.
