tried to install the patch.exe program referenced. Won't run on my windows 7 box. Just hangs when the exe is launched. Tried a manual install and the 'installer'. Trying to diagnose further if it is a dll dependency issue or what seems like a nightmare. Found a reference to patch programs needing elevated permissions: stackoverflow.com/questions/533939/…. Ran inside of a elevated terminal though without success.

nope, keeping the subversion server as is. I just want to know if I start pushing (dcommit) with git-svn to the existing server if the 1.4.4 clients are going to stop working with it. I have experienced this problem in the past with different subversion client versions but am unsure in this case with the minor release (as you mentioned).

I am wondering if a 1.4.6 client will bump up the repository version number, i.e. will 1.4.4 clients still work on a repo that is touched by a 1.4.6 client?

@jsplaine I totally agree! Windows needs to provide something better out of the box. That default command prompt window is embarrassing. I really want a decent port of guake on windows.
