In short, no, there's no HALT instruction to make the CPU stop. If deep sleep modes still draw too much power for you, then you'll need to look at a hardware-based solution like a brown out detector.

I'm not aware of an instruction for the AVR to nuke itself (after all, if it turns itself off, how does it turn on again?) Now, it might be that a brown out detector could do what you're interested in, by holding the AVR in reset when the voltage is too low, see for example here: scienceprog.com/microcontroller-brown-out-detection

Why is statically-defined dynamic memory allocation "out"? There's no practical difference between newing something off the heap (then never deleting it) and statically defining it somewhere else. Generally, as long as you don't 'new' in response to some event or frequently new and delete something, there's nothing evil with non-statically allocated memory.

It is not clear what is not happening that you want to happen. (Obviously the segments aren't lighting up, fine.) Have you broken down the problem to determine at what point it is failing? Are the port pins wiggling when you expect them to? Is it the right port pins? If the right pins are wiggling, are you getting ack/nacks's back? ETc. Without any info about what went wrong except that it didn't work from end-to-end, we can't help you.

It looks like the whole assignment is for you to figure out how to show 9's, and the rest of the code was already written... Now you're here asking us how to show 9's? I suggest to look at the data sheet or interface spec or whatever you have for the shield and see what it says about lighting up the segments...
