I've seen plenty of "string constant".ToString() and even formatting a Decimal to money string, then attempting to parse that as an int, then calling ToString() again, and was asked honestly why it was raising an exception. Also, I suppose that using .ToString() willy-nilly on every string will "allow" you to get more NullReferenceExceptions...

Is there some driving reason why this has to be done with separate windows, rather than just having the content of the second window placed into the main window over the content already in the main window?

Any other requirements to the program? How about starting with the smallest number from each, then replacing with the next larger number until you get over min? You would have to do the up-front sorting, but then just do substitutions and the math against a vector. What about the case that even the smallest are over max or the largest under min?

Your code above isn't actually generating an Excel (.xls) file, but rather a tab-delimited text, which you are telling the client is an Excel file, and Excel handles the parsing when it opens the content.
