@user694733 and arjun-sreedharan - What I'm trying to accomplish is establish a way to work a uniformly across implementations with bit patterns. I can think of very very few bit-operations where the person does not assume the underlying bit representation. Also I disagree on your viewpoint of hard-wares - The integer representation depends on the processor, not a peripheral controller which might be the same.

@Dan Byström I have edited the question to "...the bit-pattern they will work on is implementation defined...". What I mean is, how can you do bit operations when you do not know the underlying bit pattern?
