@satyagraha It probably just chooses Any as its T, which then makes it always type-check. I'm not sure how to do what you want easily.

This will not correctly handle leap seconds. Also, floating point should not be used here, it will lead to inaccuracies and the rounding can be more efficiently implemented with integer arithmetic.

I think you've run into a compiler bug. I wrote a simpler example with HashMap, and was able to make it compile by removing the : &String annotation from the closure, which really shouldn't have made any difference.

This isn't correct, AtomicIsize etc. do in fact implement Send. It isn't listed on the doc page because the implementation is autoderived, unlike Sync which must be explicitly derived for them. However, a simple let v: &Send = &AtomicIsize::new(5); shows that they implement Send.
