That's not MVVM. Why bother refactoring for MVVM if all you are doing is moving codebehind into a different class? You should be separating logic from UI concerns.

Whatever user account is running the service can't access whatever registry key Log4Net is trying to access. Who the user is and what the key is I have no idea. But it should be easy enough to find via Services and Process Monitor.

What you've got is too complicated. Try creating a minimal prototype that does what you need. Use Snoop to diagnose binding errors. If someone is preventing you from installing it, go find them and fix that. I have no other advice for you.

Are you saying you specifically have a vewmodel that you use within the context of your user control? If so, that's a smell. Ditch it. Expose things on the surface of your user control you wish to be bound to controls within.
