If you want other users to upload content to a central place I don't Flickr would be the best place to go, if I'm not mistaken I think it's also not allowed to use Flickr for this purpose. A better solution would be something like S3 and use carrierwave: github.com/carrierwaveuploader/carrierwave

That is completely dependent on how the static page is being generated and served up by the webserver, how are you doing? Alternatively you can look into not making this static and using caching to help ease the pain on db intensive pages: guides.rubyonrails.org/caching_with_rails.html

The JS error might be a clue, but in general these errors are the worst to debug - especially with Jenkins involved. In general it helps to run the test suite locally in exactly the same manner as Jenkins does and see if there's something that comes up.
