Since newId is not a static variable, it will be located in the stack of the calling thread. Each thread has a separate stack so they will not interfere with each other.

As for the rounding, the next few digits after the mantissa you got would be 1100, so the mantissa should be rounded up to 10011001100110011001101.

Two's complement is a binary format that computers usually use to store integer numbers. You can probably find some resources online that can explain how it works better than I can. You are on the right track by looking at the bitwise not of the number.

Try rounding the mantissa instead of just truncating it and also try interpreting the result as a two's complement number.

I think num3ric has the correct answer. One other thing I notice is that you are not calculating vertex normals completely correct. Usually to calculate the normal of a vertex you average the normals of each of the faces that touch that vertex. It looks like you are just picking one of the faces vertex and using its normal without considering the other ones.
