REPLACE behaves like this: If a row exists in the destination table that matches the row data in the REPLACE statement (based on PK or UNIQUE KEY value), that data in that row is deleted and replaced with the data in the source (dump file) row. If there is no such match, the source row is inserted into the destination table.

As it turns out, the problem was this: In welcome.xhtml, an absolute URL was being used to include a header xhtml file, but this absolute URL was being pulled from a database table which had the previous (and turned-off) server's IP and port in it. Hence the connection refused. If there was a way to see which URL it was trying to connect on, that would really help save me a huge amount of debugging time in the future.

This seems right. I searched all the *.java files for text "httpclient" but did not find it. This is an app I inherited from a previous developer so I will need to scan the code further.
