SortedSet is the interface. TreeSet is the implementation! The Collections API has some gems that aren't commonly known or used unfortunately.

I assume that it's a network optimization problem rather than performance optimization. String requires a lot of memory. Integer.MAX_VALUE (2147483647) for example requires in the order of 24 bytes as a string but only 8 bytes as byte array.

It's quite unfortunate that you used the term Singleton that comes with such a baggage. The proper term for this pattern is Interning actually. Interning is a method to ensure that abstract values are represented by one instance only. String interning is the most common usage: en.wikipedia.org/wiki/String_intern_pool .
