Thanks for the quick answer. Regarding the design, the download doesn't put pressure on the servers. It's done from Azure Storage/CDN. The Cloud Service only authorizes and generates the URL. The Cloud Service handles block uploads. 1 - The upload speeds depends always on the client. Could be Mbps, could be Kbps speed. 2 - What persistence layer? memcache? We were thinking sometimes if this is the correct approach for uploading blocks, but since it needs checks from the server it seems we have no other way.
