It is definitely more convenient to use annotations in many cases, but AFAIK there's no way you can customize the welcome file list using annotations. Think about it this way: while it makes sense to define annotation in the servlet class to describe metadata that used to live in the web.xml, there's no class you can add annotations for in order to describe global information such as the welcome file list.

@user3238439 The setting should not go in eclipse.ini, but in your Run Configuration under the Arguments tab, in the "VM arguments" area. When you run an application a new JVM is spawned which needs your library path.

That sounds like a good idea -- for the default, it depends on your users. Outlook is only common among Windows machines (even though it's available on Macs but personally I think there are better alternatives) and not available on mobile devices.
