For me giving '' as an argument does not work (with LIKE or REPLACE). But it works with CHAR(31). So do REPLACE(...,CHAR(31),...) or LIKE '%'+CHAR(31)+'%'

It may be a good idea to build function taking 5 arguments and returning number of pairs. Then run this function agains every row by putting function into WHERE clause.

Possible workarounds - another direction: LINKED SERVER from SQL Server to Postgres with ODBC - and then push data to some temp table at Postgres and then read it and process. Or - expose your data via webservice.

Shooting: did you try to use another principal for windows service - other then Local System? Try to set your own user as principal for windows service.

Multi-column keys may have some disadventages like longer foreign keys or making some solutions unable to apply (for example FULL TEXT SEARCH requires to have one column primary key). On other side multi-column keys may be more readable (example: parent id + child local id + sub child local id).

If ReferenceId is incremental I would advice to put it at beginning of primary key. If you don't design CLUSTERED index manually it will be the same as PRIMARY KEY. If ReferenceId is incremental then every new row will be stored at the end of table (at the end of page, in fact). If TagId will be first and this is alphanumeric unordered entity, then every new row will be stored "randomly" in the middle of table (in the middle of page, in fact) - so fragmentation of pages may appear.

Beware of syntax - if "t_one" is database name (and not a schema name) you should rather use query like CREATE TABLE t_one.dbo.clients (...) or CREATE TABLE [db].[schema].[table] more generally, or just CREATE TABLE [table] (...) or CREATE TABLE [schema].[table] being in context of proper DB.
