The simplest thing to do is to just catch the ValueError. That makes sense unless you anticipate there being other types of ValueErrors that should be handled differently. A more robust solution is to extend SeqIO and overwrite the (hopefully modular!) method where "No records found in handle" is raised such that it raises a subclasses error that you can watch for and catch downstream. Whether that is preferable to just checking file length depends on how modular the SeqIO read method is...

It is probably worthwhile to try using subprocess.check_call and/or subprocess.check_output (iff Python 2.7+) instead of subprocess.call-- that way you can check whether a CalledProcessError is raised. Also, if you just throw command into a shell, what happens? Does the matlab process run successfully?

Why don't the tools recommended work for you? It seems extremely inefficient to go through Django and/or psycopg to transfer the data over-- what's wrong with the more direct MySQL-to-Postgres routes that are detailed extensively at the links you posted above?

You are making progress here, but we can't debug this for you without more information. The context error likely means that one of your decimals has been set to have digits and decimal places that don't contain the value you're passing to it. Your model spec above is pretty strict (i.e., total_tax allows 2 digits and 2 decimal places, so 1.00 is too big). Check each value you're casting. Do any not conform with the spec, either in terms of decimal places or total digits?

Mutable perhaps, but not (by convention) mutated. From Guido vR in the thread linked above, "A (bound) method contains an instance which definitely represents state and calling the method can easily mutate that state. This is different from classes (which could contain state) or modules (which almost certainly contain state) or functions (which could mutate global state) -- in all those cases, we're talking about singleton state, for which it makes sense not to create a clone."
