It depends on how are referencing IronPython. If it's from a NuGet package, then you also need to include the IronPython.StdLib package. If you assume the end user has IronPython installed then C:\Program Files\IronPython 2.7\Lib instead.

IronPython uses the c#-sqlite library which does implement WAL support. Future versions will switch to using the native library one I figure out a sane way to do it.

No, the list is not exposed (although that's an interesting idea for embedding apps). For ipy.exe, you can run it with -X:BasicConsole to disable tab completion.
