Looking at your example data, I think a yaml parser would directly read it into the data structure that you want. I don't have python + yaml installed locally to create code for a real answer, but hope that helps.

I think variance is (((V1 - mean)**2) %*% V2) / sum(V2) and SD is sqrt of that.
