Just for clarification: This solves your error by making a static property final. In my original question, the issue was that the final static property was missing an initializer, making it a constant, but not a compile-time constant. See the accepted answer for details.

Correct, but this question was specifically in regards to upper/lowercase booleans in PHP, not JSON. For example, both json_encode(TRUE) and json_encode(true) yield 'true'.

No, but it's almost certainly because Chrome is requesting auxiliary files like favicon.ico. If you were to output what the first line of the HTTP request is, you can see exactly what's being requested.
