Note that Encoding.Default is the operating system's current ANSI page. If you want your code to be independent of the OS locale, you're better off explicitly specifying the Encoding - e.g. Encoding.GetEncoding(1252) or Encoding.GetEncoding("windows-1252")

If you want to know the user's identity, you need to authenticate them - i.e. you need the Authorize attribute or you need to disable anonymous access in some other way. You say that when you do this you are "unable to make this Ajax GET" - this is the problem you need to solve. If you can't solve it yourself, provide more details - e.g. how are you doing the authentication?

Better to use Decimal.Parse or Decimal.TryParse to parse the string. That way anyone reading your code will know exactly what culture and number styles you want to accept, without going to look at a custom extension method.

Possibly the size of the POST request generated when you click on a server button exceeds a configured limit such as httpRuntime maxRequestLemgth. You may be able to get round this by increasing the relevant configuration setting(s), but the real solution is to reduce the size of your ViewState, e.g. by caching server-side in Session or elsewhere, as suggested in @KarthikGanesan's comment.

@Oscar - interesting blog pointing out that some Microsoft engineer was having a bad day. But the proposed "MungeFileName" solution could be replaced by the simpler "Path.Combine(AppDomain.CurrentDomain.BaseDirectory, fileName)". The Path.Combine method is smart enough to handle the case where its second argument is an absolute path on its own.

+1 "it might be ... application pool's recycling" - it almost certainly is. But I don't agree with the recommendation to increase idle time. Instead the app should expect that values in a static variable may be reset due to an AppDomain recycle, and regenerate them if this happens.
