Stuff like Encode's functions use this. They do inplace-alteration. Another example is if you have an object that only has a single value. Damian Conway shows this in his book Object Oriented Perl in chapter 4.4.2 on the example of a password object, where it's about encapsulating related stuff in one place.

He's defining a TagSet and using it. But again, this is probably not what you are looking for. The post is from 2009. The guy is acclaimed, but still it is 4 years old. If you have all kinds of fancy XML stuff (which is a nice way of saying overly complicated), you might have a DTD. Which means you can use XML::Compile very comfortably.

There is no hash. Those are blocks. Look at the code I linked. There is _install(), which is defined at metacpan.org/source/ALEXMV/Template-Declare-0.46/lib/Template/…. It takes a target namespace, a coderef and a name for it and imports the function in that namespace. It's called for each of the tags defined in the TagSet. I guess you would have to either write a TagSet or find how it deals with arbitrary ones in the documentation. A quick glance did not yield that info for me.

As a sidenote, I would not use Template::Declare for large XML documents. Use XML::Twig or XML::Compile instead. This thing will kill you later when you have to maintain it.
