... from bid_tag join wp_postmeta on pet_id=id ... would be a join condition that connects bid_tag with wp_postmeta and you can then select the meta_key and meta_value for which the id is the same as pet_id.

I think this sounds like a good initial approach. I'd do the following though: 1. classify the lists and determine in which buckets they can go; 2. fill the buckets with the least-full heuristic and fill it with the largest list applicable; 3. when all lists are distributed, for each bucket that is not filled to the specified load factor, add a list from the biggest bucket.

If you know the countries and products in advance you can always do something like sum(Soap_Usage) grouped by a specific country and have a case when sum(Soap_Usage) > 0 then 'Soap Usage' else null end (for each country and each product). However, I have to say that the second table looks rather weird to me ... Why would you want that?
