comment assets are not loaded in functional test mode
Make sure your "public" directory is marked as a resource (or source) directory. (Right click it in the project view and select "Mark Directory as...". You can also configure this in the Project Structure (File > Project Structure) dialog. If that does not help, please update your question with more details on your project configuration.

comment intellij fail to launch IDE
After deleting the plug-in (assuming a good restart) try reinstalling the plug-in again. Make sure you the version of the Scala plug-in you install is the correct one for the version of IDEA you are running. The plug-in repository shows valid IDEA build number ranges for the particular versions of the plug-in. The plug-in manager in IDEA should manage this, but you never know... there might be a glitch.

If the source JAR is attached but IDEA is not "seeing" it when trying to resolve sources, the most likely cause is the indexes for that JAR are corrupted. Go to File > Invalidate Caches and then restart IDEA. Let it re-index the project (Progress bar is in the lower right). That should resolve the issue.

I've never experienced this and I do not recall seeing any recent bugs on such. You can try invalidating your caches and restarting (File > Invalidate Caches). It's possible some corruption in the indexes are causing the issue. If that does not solve it, I recommend opening up a bug report at youtrack.jetbrains.com/issues/IDEA

Upon closer reading, I see IDEA-73259 is about creating Pack200 files. I recommend you open a feature request for support of reading Pack200 files.

I suspect the issue is that IDEA is not able to handle the Pack200 (i.e. *.pack.gz) format. Open IDEA Feature request IDEA-73259 appears to confirm this. I recommend you vote for it.I'm not that familiar with Pack200, so I'm not sure offhand if the .pack.gz file gets signed, or if the jar gets signed and then put in the pack. If the latter, you could download it, unpack it, create a "empty" IDEA module, add the unpacked jar as a module dependency, then use that as the module classpath.
