This would work with negative numbers stored as 2s-complement. Every programmer knows (2^n - 1) + 1 == (-2^n). Combined with 2^n - 1 being odd and -2^n being even, the program still works. But we all know C doesn't like being exclusive to 2s-complement systems, so you can be fun at parties and just use an unsigned integer.

You should use "hash" instead of "encrypt" in a password database anyways. If a hacker has access to your database, they most certainly have access to your code to encrypt/decrypt passwords.

You are correct, but I think @roliu was referencing how a function such as Foo(string bar) could be thought of as Foo(char* bar) whereas Foo(ref string bar) would be Foo(char** bar) (or Foo(char*& bar) or Foo(string& bar) in C++). Sure, it's not how you should think of it everyday, but it actually helped me finally understand what is happening under the hood.
