Your DATE_FORMAT string doesn't contain a z timezone code to parse the timezone in your date string. Also you need to use HH for the hours, not hh (HH is for the 24-hour clock).

GET and POST have slightly different meanings. You shouldn't use one or the other just because the arguments might be too long. See What is the difference between GET and POST?. (GET should only be used for idempotent operations).
