Maybe because at the first request django checks many url.py files, and those files contain many python packages imports (your views.py, etc...). And maybe those python modules are imported in the server memory at runtime instead of at server launching ?

Maybe as you added a related_name = 'children' you have to use Locations.children.all() instead of Locations.tree.all() ? I'm not sure, but the tree keyword could be a replacement for Django's default fkname_set ?

the model save method shall not do a save/no save choice, this often cause issues in related items saving. Because saving a related object if you don't have id crashes, etc..

This is "ugly", since it will do 1+N queries on your DB (where N is the number of categories selected). To avoid that do category_list = Category.objects.prefetch_related('tags'). This will do all the job in the 1st line (1 DB query), and then the for loop will only read python variables.

Actually the first solution isn't that hard: if you've only a few dozens of relations, you can easy write a SQL patch to get the max(id) foreach in your prod DB, and then another SQL patch to update the IDs in your trial DB (maybe this part is a bit more of a heavy work)
