imho, the question isn't clear that you can vote it down as off-topic. I interpreted the question to mean "when the user turns up" and to mean displaying a servlet generated page rather than running code. Its a bad question, and a helpful answer whether they match is undecipherable.

You can also optimise the client, e.g. by ensuring TCP connections remain open across multiple requests. You should also ensure you add ETags or similar headers for cache validation - it'll give you better cache performance and freshness than simple rolling expiry dates. But don't optimise early!

Unfortunately, there is more than one book. The REST and the Semantic Web devotees would disagree with you (they'd see it as a missed opportunity), but your DBA will wonder why you had a web tier at all. The guy who maintains the client will also wonder why you're changing what you have!

Uh-oh the O word! Since we don't actually know the schema upfront, generating code from anything is out of the question. Consider OWL in this case to a be a runtime input. Having changes to the RDF take-part in some sort of transaction alongside SQL DML is also essential.

Databases don't have logic - applications do. Coding without SQL or using a DB neutral approach such as NHibernate Criteria or HQL and keeping that logic in the DAO classes makes sense from a OO coders perspective. This and Lance's observations would justify a down vote.

There is a strong market of third party payment services who can receive the details for you and simply send a you a message when payment has been made. There are alternates like PayPal and you can protect the data with MD5 or SHA1 - discarding trivia such as the exact string of digits.
