comment What is good measure to compare algorithms?
You're already using the "Ideal Solution" with your O(N), O(N^2) etc analysis. Execution time would be hard to judge, unless you're comparing multiple algorithms on a single platform. As for lines, the improper analysis would be: "PrintArray has 2 lines in its algorithm" and "PrintMatrix has 3." O(N) and O(N*M) are the ideal ways of doing it.

comment Where are addresses of pointers stored in C?
I think one concept you're missing is that the compiler doesn't "think" in terms of exact memory addresses, it "thinks" in terms of offsets. The OS does the real layout, saying "you can have this chunk of RAM", and the program executes with all of its memory addresses adding to whatever initial location is given to it. See e.g. stackoverflow.com/questions/19101449/… and all of its related questions.

comment Using UNIONs and STRUCTUREs
A union lets you access one area of memory in two different ways. An example of this that is semi useful is to union a 4byte int with 4 single byte characters, to let you read each byte of the int. Your structs are all of different size, so writing to one part of the union would then make reading from a different part of it give corrupt data. I'm not sure what you're really looking for with your code, but I'm pretty sure a union isn't it.

Start by using %d instead of %i to read and print integers. You also need to learn how to debug given a segmentation fault (hint, read up on gdb, and try gdb a.out core). It will tell you which specific line went wrong. And why is name of type randT?
