I have read more than the title, because I was running into a similar issue writing an OpenCV video and was looking for a solution. For me it was caused by a memory leak though. Does your problem occur with both webcam and files? Where is the code that updates frame?

You're just changing the string containing the files' names, not the actual filenames

Try printing the rects each cycle to see what's going on? i.e. add print(PC_ColBox, OM_ColBox) right before you check if they collide?

Move it to the part right before where you move the PC away if it collides. Won't work if you put it after that.
