Yup. I should have looked at this sooner. I now have a much clearer understanding of how the different Berkeley socket functions do their part in the process of using network sockets. Thanks for your help. For those interested, I ended up creating the socket on either end and binding it to my desired port and the address Poco::Net::IPAddress() (which I assume tells the port to accept packets from any valid IP address on the specified port). I then use SendTo and ReceiveFrom to communicate.

That was my mistake. You are correct, my question has nothing to do with C. Thank you for the correction.
