Thanks. It worked with the edited code above after I changed the e1.seqnum to e1.orig_seqnum. I'll figured myself on the UPDATE part. Btw, there really are times when the new_dept is the same as its old dept. I guess this problem is best tackled using proper application code rather than SQL. Anyway your solution is enough for now. I'll just have to change my case to "not every employee changes department" because in real situation that's how it is.

You're right about the more than half the employees are in the same department but that doesn't affect my case. Anyway, when I run the above I get ORA-00904: "E": invalid identifier. What is cte? Is it the table name or something? What about the new_dept? Do I need to create a field new_dept in my table? And finally the e1.seqnm. There's no seqnm in the code before. Only orig_seqnum and new_seqnum. Sorry for the n00bish question but I really don't know where to look for errors.

@DavidNavarre I'm doing something that has to do with smartcard which for testing purpose I don't have enough unique smartcard for each document. Therefore this is the closest I could get to make the test data at least look like real data. (The Card ID is in the 2x4 format)
