My ORACLE_HOME is as follows: Oracle\app\oracle\product\11.2.0\server, as it should be, and the path is the correct bin folder... I'm now getting "Unable to acquire oracle environment handle"... (see edits to main question)...also, I can connect with SQL Plus.

comment Scipy normalization— localize values to set discrete points
Yikes, I'm not sure how I would do that. The values for the arrays are parsed out of massive binary files. I would ideally want the output to be a list of x,y and z,y coordinates (one list from each image) that I could then plot. Does that help? (sorry if not)
