Even though this answer was not the exact solution I marked it since you where the one who pointed me in the right direction in your comments on my main post. Setting the env vars properly and knowing when to use sudo was key. I finally got everything working and saved it in this gist: gist.github.com/whyvez/1e0212a35da97aa8f1b1. This was my first in depth encounter with the c/native world and its now got me very curious. After writing this post I'm starting to read the "Linux From Scratch" book you recommended.

Yes running things as root caused alll sorts of issues. Still at it and will report back.

Running ./configure as non-root user yields ./configure: line 2097: config.log: Permission denied.

Yes I had to set PKG_CONFIG_PATH manually. I searched for the gdk-pixbuf-2.0.pc file and added that path to PKG_CONFIG_PATH.

Thanks to github@mourner for pointing out that this is an existing leaflet issue and that there are better solutions. See leaflet issue #161. The solution I suggested above re:L_DISABLE_3d is not the right solution since it renders the slippy map unusable. I will update my answer.

Tried opting for a bootstrap dropdown instead of a select but got same behaviour. Looks lie the tiles are getting magnified slightly.

On closer inspection looks like tiles only get shifted in the y axis.

In my latest implementations I have been using WindShaft. github.com/Vizzuality/Windshaft When a user requests a map view in Rails I send back a token which I also store to the Redis db that Windshaft uses. When I request tiles from WindShaft I verify the tokens authenticity in the beforeTileRender callback then supply the tile based on that.
