This seems to have been fixed a couple of weeks ago: github.com/scipy/scipy/pull/3673. Try using the development branch and see if the problems goes away (and if it does not, file a bug).

Given the fact that the current scipy master passes tests on travis CI (here's github.com/scipy/scipy/blob/master/.travis.yml), I'd guess that you're hitting some 32-bit bug which has been fixed since 0.12. I'd further guess that your best bet is to actually build scipy 0.14 on travis or a local 32-bit VM and see if the problem goes away. If it doesn't, please submit a bug report.

Does it fail with a newer scipy (the current version is 0.14)? Are your local builds 64 or 32 bits? (Travis is 32)
