'use constant' has some drawbacks. Constants created with use constant cannot be interpolated (e.g. in strings), as they have no sigil, and aren't lexically scoped at runtime. They're package-scoped and generated at compile time. This is a problem if you have a constant set at runtime, e.g. by a function. This is described much better, and with excellent examples, in the book 'Perl Best Practices', by Damian Conway.

I agree, but why does Python helpfully look to the outer scope for the variable if the variable 'a' is not declared in the inner scope? This also seems to encourage the use of 'semi-hidden global variables', and seems a particularly pointless shortcut when the globals keyword exists to document exactly such a reference to the outer scope...

Yes, that would work too, and would be cleaner. The example is rather contrived (setting a constant in a constructor), but I was trying to stay as close to the original as possible.
