I find it hard to picture 'people with no knowledge of programming' being able to stand up at a white board and write a program to detect anagrams. This is actually a really great initial screen question for a lot of reasons. And really, if a candidate is interested enough to have read this SO question, then that's a good thing!

I agree with Keeper, failing to hit a break point that you 'know' is being executed is often a symbols issue. You perhaps should try a 'rebuild all' and see if it starts hitting your break point. If it still doesn't hit the break point then using some kind of log, trace, or printf style debugging to figure out what is happening.
