You would control them by using the moderation queue. Admin users would see all, auth users would see only approved, and anonymous users would see none. You set authenticated user's to have the 'post comments without approval' permission.

If you tell us the address of your server, we may be able to tell if it has PHP enabled. At any rate, you need to know at least basic server config to develop web apps - you'll need to configure your connection to MySQL here, for example. Might be time to call tech support?
