perhaps just because 'r' means reading and creating a file is just not a read only action. try a+ even you read only on it.

actual scripting here is not shown since it is in App.js , Home.js office.js and jquery-1.9.1.js . Please explain what functionaly you want, it is possible to run javascript as standalone. Then converting all thoses libraries to vba... those libraries might already have there counterpart somewhere in other language. What actual feature do you want to do ?

answer is in above documentation , in Header section "Shellapi.h" that mean you have to #include that header to be able to compile with ( and give the Library to the linker, but this might be in default library path ).

see answer of michaelwayman which gives you ShellExecute function that allows you to run from a C/C++ code what you would have typed from a command prompt. You can even specify the viewer you want to open. Or you can write you own viewer...

if you expect that open will open a windows with an image in it your are far from what open does. open just prepeare the file to be written to, then it just empty it at program exit. see cplusplus.com/reference/fstream/ofstream/open

i like comments in this code explaining what it is supposed to compute... i can create tons of such recursive program returning a value ... i can state that this program terminates since n is decremented at a termination test (n <= 1) is done... At first sight i would say that f_p just behaves like a global variable that in fact is owned by main context.

i fear hardware decoding with vaapi does not come freely just by using libavcodec but require specific code into stream-beamer to support it, and i stopped my investigation at this point... i dobt it can fixed by just recompiling with some options libavcodec in static.
