You use System.Data.SqlClient (.SqlCommand) to execute them. Everything with an (at) in front is a variable, and needs to be declared. Otherwise, just omit the variable name and equal sign.

@Dave Newton: Nonono, it's not just hex. Before the string got hexed, it got encrypted. So in order to reverse it, it needs to get unhexed, and then decrypted. And only afterwards will one have the plain text code. The only thing that isn't encrypted is the decrypt function, and it shows when you do toString. Actually, it does regex substitutions first to get the decrypt function, but that result can be intercepted in the debug console :)

But what happens when I update the application and have to update those XML files (I can't simply overwrite them, because they would contain changed data). If I overwrite them, it looses customized data. If I don't overwrite them, it will not contain new additions. Sounds more like having two XML files, first searching the custom one, and if nothing found, search the default one. In order for the files to be left intact, they would need to be stored outside the application root directory, which is impossible with web-applications (unless you want to edit IIS user rights on directories).
