You haven't described the actual problem you're having. You just said it "doesn't work". For now, all it's doing is echoing the directory name and outputting something if the target file doesn't exist. What is the exact problem? Do your directory names contain spaces? That would break your code, as it's currently written.

You need a header search path, because main.c does not know where to find hash.h (it's not in the same directory as main.c, or any of the default search paths). Now that you've edited your question to show the directory structure, you should modify that line using -I../src. Or you can `#include "../src/hash.h". Up to you...

This will do it for you. It only modifies those lights that need a state change. I haven't handled the first case (where no lights are on and no range is set, but you could achieve that using an inverted range such as -1 to -2). If you can turn on or off an entire range at once, you could adjust this code as necessary.

Branching inside a loop using constants like this is extremely wasteful. Iterating over the entire array with branching is insane! You may as well change it to three loops over the entire array with no branching... But then, you miss the point of the question.
